SWPBS
School-Wide Positive Behaviour Support (SWPBS) is a framework that helps create safe, respectful, and inclusive learning environments by setting clear expectations and reinforcing positive behaviours. Rather than a prescribed program, SWPBS is a team-based, systems approach that enables schools to design, implement, and evaluate school-wide, classroom, non-classroom, and individual behaviour support plans. It focuses on prevention, teaching, and consistent recognition to build students’ social-emotional skills and foster responsibility. Through whole-school strategies, targeted interventions, and personalised support, SWPBS enhances a school’s capacity to support all students and creates a positive culture where teachers can teach and students can learn effectively.
Tiered Response model
At Milgate Primary School, our Tiered Response Model helps students and teachers understand and respond to different levels of unkind behaviour. The model has three tiers:
Not Nice – Occasional unkind actions or words that may hurt someone’s feelings but are not repeated. Teachers use this as a learning opportunity to reinforce respectful behaviour.
Mean – Intentional unkind behaviour that happens more than once. Teachers address this with clear and logical consequences and restorative conversations to help students understand the impact of their actions.
Bullying – Repeated, targeted, and intentional harm, including physical, verbal, social, or cyberbullying. This requires an immediate, structured response involving school leadership, parent communication, and targeted intervention.
By using this model, we ensure a consistent approach to behaviour management, helping students build positive relationships and a respectful school culture.

Respectful Relationships
The Resilience, Rights and Respectful Relationships (RRRR) program supports students’ social and emotional learning. This evidence-based program helps children develop skills in emotional literacy, personal strengths, problem-solving, and respectful relationships. Through age-appropriate lessons, students learn to understand and manage emotions, build positive relationships, and challenge gender stereotypes. RRRR aligns with the Victorian Curriculum and promotes a safe, inclusive, and respectful school community.
Milgate Mix-Ups
Milgate Mix-Ups is a whole school multi-age buddies program in which groups of students from Foundation to Year 6 meet on a fortnightly basis to complete wellbeing activities. These multi-age activities support the idea that students will feel safer and more comfortable in the playground when they see familiar faces and develop relationships with students from different year levels.
While the activities are initially led by the group’s teacher, we use the slow release model leading to the Wellbeing Leaders creating the lessons and the Year 6 students running them. This provides those students with the opportunity to share the knowledge they have gained through their time at Milgate, while enjoying a sense of responsibility.
Therapy Dogs
Meet Bentley and Magnolia, our much-loved school therapy dogs! As part of our wellbeing program, they provide comfort, emotional support, and a calming presence for our students. Bentley and Magnolia help reduce stress, encourage positive social interactions, and support students who may be feeling anxious or overwhelmed. Whether they’re listening to a student read, offering a friendly cuddle, or simply being a reassuring presence in the classroom, they play an important role in fostering a caring and supportive school environment.

Cybersafety Project
The Cybersafety Project empowers students with the knowledge and skills to navigate the online world safely and responsibly. This program teaches students about digital wellbeing, cyber ethics, privacy, and safe online interactions through engaging, age-appropriate lessons. By building digital resilience, we help students develop positive online behaviours and critical thinking skills. Our whole-school approach also supports teachers and families in fostering a safe and supportive digital environment.
Student Leadership
The Milgate Student Leadership Program empowers students from Years 1–6 to take on meaningful roles such as School Leaders, House Leaders, Wellbeing Leaders, Cultural Leaders, Junior School Council members, and Environmental Leaders. Through these roles, students contribute to school events, lead initiatives, promote wellbeing and inclusion, and support their peers and the wider community.
